I think this quote means that when you promise something you have to do it because if you don't the people wouldn’t trust you no more because you broke your promise. For example when you promise that you are going to be there for the soccer game and if you break that promise your teammates won't trust you again and put someone else that replaces your spot on the team.i also think that if you break that promise you wouldn’t be able to complete another promise again.
